Click into table of content or comment does not work with Chrome (Version 61)

After an update of the Chrome browser, when you are into a live document, any click on a link into the table of content (or any click on a comment) does not scroll to the related part of the document.

The issue is probably related to the management of href link and html anchor into the browser. So we have searched into the Chrome issue tracker and found a recent bug here:
Issue : 769652href=# linking not working with the div id on same page

The workaround is to run chrome.exe with the option --disable-blink-features=ScrollTopLeftInterop
You can also add the option --disable-infobars to avoid the warning message after the Chrome startup.

Note for Windows users: right-click on the Chrome shortcut on your desktop or your task bar.
Open the properties window and add --disable-infobars --disable-blink-features=ScrollTopLeftInterop after chrome.exe. If the chrome.exe is between quotes, paste the options after the last quote, like this
"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-infobars --disable-blink-features=ScrollTopLeftInterop

Note for Polarion product team : the Chrome issue is probably induce by an outdated version of jQuery scroll plugin which doesn't work with ScrollTopLeftInterop...(to be confirmed). Perhaps, an update of jquery should be necessary for future version of Polarion ?
