I'm looking for a solution which changes automatically the status of an item based on a recurring time point. So the time point which is relevant for the status change depends on the current date. How to solve this without jobs or other features which must be applied to the server?

I'm not sure that I understood you right.
Where status change should be performed if not on the server?
One of the option will be to program a wiki page, whch shows you conditionally some items, which assigned to a time point, but not implemented, and have a button (with corresponding wiki script), which changes the status.
If you want that the status should be changed automatically even without end-user opening a page or triggering something in Polarion UI, there is IMHO no other alternatives than scheduled job.
