Svnimporter is my baby, one I love with all of my heart and soul. But I would never consider using it to migration a CVS repository. The team that wrote svn were a pretty smart bunch, and they had loads of CVS repositories that needed to be migrated to their new creation. The tool they created to do this (cvs2svn) is by far and away the best utility you can find for that purpose. Don't bother wasting time with ours.

However, the SVN team had no use for or love of propitiatory closed source RCS systems and put zero effort into helping user migrate off of them. If that is what you are trying to get off of, svnimporter is the tool for you.
