To access the SVN access configuration from the GUI, your admin needs an ALM license. However, you could do it the hard way by editing the access file for your SVN system manually. I don't know of any possibility to suppress that menu. If a user has read permission on a document, he is also allowed to export it. I don't think that Polarion is capable of embedding all kinds of objects in a PDF export. Images will work, but attachments like ppt, xls or even more unusual things will probably not work from Polarion. I do not know what is happening there, but could you maybe test to create a work item from the template outside a document?

I think when you create a WI inside a document, the image then is attached to the document instead of the work item.

Ah, now I understand. You want to implement a script that is automatically called whenever a wiki page is opened, thus patching the general behavior of the system.
