Now, there is a difference

if you first set change set mode and then do synchronize, you get comments as well

but

if you do synchronize and switch to the change set mode afterwards, you don't get comments.

This is probably a bug.

Thank you for prompt reply. I have other two ideas regarding the dirty flag.
